The era of the “unlimited welfare state” for noncitizens is officially coming to an end as the Trump administration implements the most significant benefit reforms in decades.
Under the One Big Beautiful Bill (OBBB), eligibility for critical programs like SNAP and Medicaid has been strictly narrowed to favor U.S. citizens, nationals, and lawful permanent residents, while excluding most refugees, asylees, and parolees.
Representative Randy Fine has doubled down on this “citizens first” mandate with his No Welfare for Non-Citizens Act, which aims to close every remaining loophole that allows federal dollars to flow to those who aren’t Americans.
