State officials have sought to portray the escalation as necessary to defend national security and sovereignty.

Pro-government rallies recently filled Tehran’s streets, framing the unrest as foreign-influenced and calling for unity against external “enemies.”

Supreme Leader Ayatollah Ali Khamenei and other top officials have emphasized defiance against outside pressure, and the regime continues to justify harsh measures — including death sentences — as essential to maintain order and suppress violent elements.

4. International Concern and Human Rights Criticism

Human rights groups and international bodies have condemned Iran’s escalating use of the death penalty as excessive and a violation of basic rights.

Reports from independent organizations warn that many executions occur after unfair trials or on broadly defined charges such as “enmity against God” or alleged espionage, sometimes without transparent legal process.

Previous years already showed an upward trend in executions, with 2025 recording an unprecedented level of capital punishments compared with earlier periods — more than 1,100 executions in one report, and possibly over 2,200 according to some human rights monitors.

The intensifying executions occur against the backdrop of a violent crackdown that has reportedly killed hundreds of people and detained tens of thousands.
