President Donald Trump on Monday renewed his tough-on-crime message, arguing that a focused strategy targeting the small fraction of repeat offenders responsible for most violent crime is already producing dramatic results across major U.S. cities.

Speaking about public safety priorities, Trump said his administration is concentrating on apprehending what he called “the 2%”—a small group of habitual criminals who drive a disproportionate share of violence.

According to the president, removing these repeat offenders from the streets has led to noticeable declines in crime rates in several urban centers.

“For years, politicians talked in circles while the same people committed the same crimes over and over again,” Trump said.

“We’re doing the opposite. We’re identifying the worst offenders, taking them off the streets, and the results are clear—crime is going down.”

Trump framed the approach as a shift away from broad, ineffective policies and toward data-driven law enforcement.

By prioritizing known repeat offenders, he argued, police and federal agencies can protect law-abiding citizens without over-policing entire communities.

Supporters of the strategy say it reflects a common-sense understanding of crime patterns: a small number of individuals are often responsible for a large percentage of serious offenses.

They point to falling rates of violent crime in several cities as evidence that targeted enforcement works where past policies failed.

Critics, however, caution that long-term crime reduction also depends on community investment, fair policing, and criminal justice reforms.

Even so, Trump dismissed those concerns, insisting that immediate public safety must come first.

“The American people want safe streets, safe schools, and safe neighborhoods,” Trump said.

“And when you focus on the criminals who cause the most harm, that’s exactly what you get.”

As crime remains a central issue in national debate, Trump’s remarks signal that his administration intends to double down on aggressive enforcement against repeat offenders—betting that a narrow focus on the most dangerous criminals will continue to deliver broader gains in public safety.
