Iranian officials have been arguing that Russia and China have the “moral authority and strategic strength” to counter U.S. dominance, and that the current U.S.-led order should be replaced.

Iran has tied its call to recent U.S. and Israeli operations, accusing Washington of acting under the pretext of Iran’s nuclear program. Iran says Russia and China view those U.S. actions as violations of international law.

Iran has highlighted its control over the Strait as leverage, framing it as part of the broader challenge to U.S. economic/military pressure.
