The Court’s 6–3 decision marked a significant legal setback for the administration, concluding that the president exceeded his authority by attempting to use emergency economic powers to broadly restructure U.S. trade policy. While the ruling restricts the use of that particular law for tariff implementation, it does not eliminate other statutory avenues a president may use to impose trade measures.

In response, Trump framed the new 10% tariff as a necessary step to protect American industries and workers, arguing that the move would strengthen domestic manufacturing and address trade imbalances. The administration signaled that the tariff would apply broadly across imported goods, though officials have yet to release detailed guidance on exemptions or enforcement timelines.
