SECURITY FIRST: DHS and USCIS Launch Major Refugee Case Review in Minnesota

In early January 2026, the U.S. Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS) announced a sweeping new initiative to reexamine thousands of refugee cases in Minnesota.

The operation — dubbed Operation PARRIS (Post-Admission Refugee Re-verification and Integrity Strengthening) — aims to impose enhanced background checks and intensive review of refugee claims, particularly focusing on individuals who have been admitted to the United States but who have not yet received lawful permanent resident status (Green Cards).

What Operation PARRIS Involves.

According to official statements, Operation PARRIS centers on about 5,600 refugees in Minnesota, most of whom have yet to secure green cards.

Under the program, USCIS adjudicators will conduct:

Updated background investigations**
Re-interviews with applicants**
“Merit reviews” of the original refugee claims.

Officials say the goal is to verify the accuracy of the information provided during initial refugee processing, ensure that applicants meet all eligibility criteria, and identify any cases involving fraud or misrepresentation.

A DHS spokesperson described Minnesota as “ground zero for the war on fraud,” asserting that the operation demonstrates the administration’s commitment to preventing exploitation of the U.S. immigration system.

Fraud Allegations and Enforcement Referrals.

USCIS has already begun referring cases with suspected fraud or other violations to Immigration and Customs Enforcement (ICE) for possible enforcement action.

Critics argue that the initiative could lead to deportations or removal proceedings for refugees found to have misrepresented their claims.

This initiative builds on earlier efforts in the region, such as Operation Twin Shield, a USCIS review in late 2025 that investigated cases flagged for potential fraud or ineligibility.

During that operation, immigration officers reviewed more than 1,000 cases, conducted hundreds of site visits, and identified several instances of alleged fraud.

Community and Legal Responses.

The re-examination of refugee status has drawn concern from refugee advocacy organizations.

Groups such as HIAS have criticized similar broader re-screening proposals, arguing that they could re-traumatize refugees who already underwent extensive vetting before entry into the United States and who seek stability after escaping persecution.

Although that broader national proposal focuses on refugees admitted during specific periods, it reflects wider opposition among refugee service providers and civil liberties advocates to expanded post-admission reviews.

Political and Social Context.

Operation PARRIS comes amid a broader federal crackdown on immigration issues in Minnesota, where DHS has deployed thousands of federal agents to investigate alleged immigration and benefit fraud.

That enforcement effort has brought intensified scrutiny of Somali-American and other immigrant communities in the region, generating both political backlash and community tensions.

While officials justify the operation as necessary for national security and integrity of the immigration system, opponents say such measures risk undermining trust in the resettlement process and harming families who have already begun to build new lives in the United States.
